The Institut Català de Finances (hereinafter, ICF) has committed to making its websites accessible in accordance with Royal Decree 1112/2018 of September 7, regarding the accessibility of websites and applications for mobile devices in the public sector (hereinafter the Royal Decree 1112/2018) and with Decree 216/2023 of December 5th, regarding accessibility of websites and applications for mobile devices in the Administration of the Generalitat de Catalunya and it's public sector (hereinafter Decree 216/2023)

This accessibility declaration applies to the website www.icf.cat.

Observations and Contact Information

You may send communications regarding the accessibility requirements (article 16.2 del Decret 216/2023) through the following mailbox.

For example:

  • Reporting any possible non-compliance by this website.
  • Reporting any difficulty in accessing content.
  • Making any other queries or suggestions for improving accessibility to the website.

The communications will be received and transferred by the General Directorate of Citizens' Services of the Department of the Vice-Presidency, Economy and Treasury, as the department responsible for web accessibility in the region. 

In order to make requests for accessible information and complaints (article 16.3 del Decret 216/2023), please go to the “Content accessible on the website” procedure and then the “Request accessible information or make a complaint” modality.

Any natural or legal person can make complaints about compliance with accessibility requirements, and request information about content that is excluded from complying with them.

Requests and complaints are registered in accordance with the requirements established by Law 39/2015, of October 1, on the common administrative procedure of public administrations, and are resolved within twenty working days.

If, once a request for accessible information or a complaint has been made, it has been dismissed, has not been attended to or has not been responded to within the twenty working days established (Article 16.4 of Decree 216/2023), a claim can be lodged with the Unit Responsible for Accessibility of the Administration of the Generalitat de Catalunya and its public sector for the following purposes:

  • Know the reasons for rejection and oppose it.
  • Urge that appropriate measures be taken in case of disagreement with the decision.
  • State the reasons why it is considered that the answer does not meet the required requirements.

The claim can be submitted through the Accessible Content procedure, following the Claim a request modality.

The Unit Responsible for Accessibility must resolve the claim within a maximum period of two months.

The website of the Institut Català de Finances has been built with the intention of facilitating universal access to all people who consult it, regardless of their physical, sensory or intellectual abilities, and the technical context of use with which they do so (type of device, software, connection speed, environmental conditions, etc.).

For this reason, we work with the aim of adapting the entire web to the recommendations of the W3C World Wide Web Consortium in order to remove the barriers that hinder access to information and communication. These recommendations are specified in the WCAG 2.1 web accessibility guidelines.

The commitment of the Catalan Finance Institute is to meet the Double-A (AA) compliance level, as required of public administrations by European and state legislation.

Directive (EU) 2016/2102 of the European Parliament and of the Council, of 26 October 2016, establishes the rules that are required of member states so that all public sector websites and mobile applications, regardless of the device used to access them, meet the accessibility requirements set out in the EN 301 549 v2.1.2 standard (of August 2018), on appropriate accessibility requirements for the public procurement of ICT products and services in Europe.

The EN 301 549 v2.1.2 standard is mainly based on the Web Content Accessibility Guidelines (WCAG) 2.1 of August 2018. Specifically, level AA must be met. However, the standard also has other additional, mandatory and conditional requirements.

The directive is mandatory, but not directly applicable. For this reason, a royal decree has been developed at the state level that develops the scope and requirements, at least. The state transposition is Royal Decree 1112/2018, of September 7, on the accessibility of public sector websites and applications for mobile devices.
