The current ICF Act specifies that the ICF has budgetary autonomy with respect to the Government of Catalonia. All that remains to be approved through the Government of Catalonia’s Budget Act is the annual borrowing ceiling.

This annual borrowing ceiling is also the only budgetary restriction that is applied to the ICF in a context of budget carry-over.

The ICF and all the entities of the group submit their annual accounts to review by external audit processes.

The Financial Report, available in the financial information section, is the audit report on the ICF’s consolidated annual accounts issued by an independent auditor.

Moreover, as a public financial institution, the ICF may be subject to reviews by public control bodies such as the Court of Auditors of Catalonia and the General Comptroller of the Government of Catalonia.

The economic amounts represented by assets in the ICF’s tangible assets can be found in the entity’s annual report, available in the financial information section.

The ICF owns the building where its head office and administrative offices are located at Gran Via de les Corts Catalanes, 635, Barcelona, which is partially leased to other group entities or investees and to third parties.

Furthermore, the ICF also owns the building at Via Augusta, 252, Barcelona, which is fully leased to various professional, business and private tenants.

By means of loan guarantees, the ICF is also the owner of various types of real estate assets managed and marketed by the Catalan Land Institute (Incasòl).

The ICF does not provide grants. In some cases, depending on the product requested and due to the participation of the Catalan Government or co-financing from European funds and organisations, the loan or guarantee awarded may involve public aid when the financial terms of the loan or guarantee are better than those that the beneficiary would get without this support.
