The Department of Enterprise and Labor allocates 28 million to aid in the form of guarantees to facilitate access to financing for reindustrialization projects and the ICF will mobilize 228 million euros in loans to boost industrial activity. The aim of this line is to support industrial investment projects to transform the business model, expand production capacities and create new ones.

The Generalitat de Catalunya earmarks 228 million euros to boost reindustrialization projects and industrial activity, through loans from the ICF.
The Department of Enterprise and Labor allocates 28 million in the form of a guarantee to facilitate access to financing for projects that promote industry. The Minister of Enterprise and Labor, Roger Torrent i Ramió, stressed that this initiative "wants to help industry regain weight in Catalonia through reindustrialization, the search for new investments and the promotion of new industrial projects". This guarantee means that Empresa i Treball assumes 49% of the risk of the loan granted by the ICF.
The ICF will make 228 million euros available to companies in the form of guaranteed loans to promote reindustrialization projects that improve the positioning and competitiveness of companies in markets and sectors where they carry out their activity. The Minister of Economy and Hisenda, Natàlia Mas Guix, has highlighted that "support for reindustrialization is one of the strategic lines of the ICF, because more industry means better jobs, more innovation and more territorial balance."
Of the amount of 228 million euros, a maximum of 45% may be allocated to large companies and the rest will be for SMEs. The industrial productive fabric in Catalonia is mainly characterized by small and medium-sized companies that usually have difficulties accessing ordinary bank financing provided by private banks. The role of the ICF in this sense is key to sending financing to make industrial investment projects a reality.
The objective of this line is to support industrial investment projects to transform the business model, expand productive capacities and create new industries. Industrial companies that have their headquarters in Catalonia or that are newly established and with a turnover of more than 1.5 million euros can benefit from this aid.
The projects presented must meet a minimum of 7 criteria that seek, among others, to favor investments in SMEs, export companies, territorial rebalancing, environmental sustainability, digitalization, the presence of women in the industry or that contribute to decarbonization of the production process with its own self-consumption facilities. A commitment is also made to projects in the mobility sector, semiconductors and decarbonization in the industrial field.
Applications can be submitted until May 31, 2027, and are non-competitive.
The amount of the loans:
- Investment operations with a minimum amount of 250,000 euros and a maximum of 5 million euros. The term is 10 years, with a grace period of up to 2 years included in this period.
- Exclusive currency operations with a minimum amount of 100,000 euros and a maximum of 1 million euros. The term is 5 years, with a grace period for amortization of up to 1 year included in this period.
The interest rate on the loans is variable from 12-month Euribor and the differential is between 1.5% and 3%.
